Believe it or not, in many of these situations, the cops arent alowed to physically restrain someone unless the person has been 'supposedly' subdued by a taser or pepper spray.
Too many people were getting hurt and sueing the cops.
It's great to be in America.. the 'criminals' have more rights then the cops, and professional aggitators like this one, know how to use this to their advantage..
Basically.. did the cops over react.. YES
Was the guy blameless for the incident.. NO
Off the record.. did he deserve it.. MOST LIKELY
