I got her just after beating the Flower Cup, or mibbe the Shell Cup, can't remember, on 50cc. Dunno if that's because of beating that specific cup, though, or for beating multiple cups. I have a Super Mario galaxy save.
SPOILER UNRELATED TO THE ABOVE CHAT: I also got Funky Kong at the exact same time I got Rosalina, and a whole bunch of new Karts.
