Thinking about it, though, we can only really conclude two things about Gordon Brown. Including this, and the reversal on casinos, either he believes that changing policy will be politically beneficial for him, which would single him out as something of an idiot flailing around wildly out of his depth (see: Howard, Michael), or he actually never supported them in the first place and he wants them gone.
On reflection, it seems like it surely must be the second one. I mean, "idiot who doesn't realise that the Telegraph will call him a cunt anyway because their editorial staff went to school with several Tory MPs" is a possibility, but he surely must have more political nous than that.
