Certainly not "80%" then. I have to eye that particular statistic with heavy suspicion, it looks an awful lot like a random number plucked from the ether to add credence to a faltering argument.
For the record I'm fairly anti-drug, I just find made up Government statistics more irritating on a day to day level.
