If he's never been with a minor but he watches child porn, he's still playing a part in the abuse of a child/children.
Minors can make decisions for themselves (e.g. to play with lego or not...over simplified but still relevant.) but that doesn't mean they are infact making the right ones, or that they are anywhere near within the mental/emotional capacity to make decisions about sex.
