Some details have started to emerge about Guitar Hero Iv courtesy of GameInformer's next issue:

Stuff revealed so far

More Instruments (guitar, a bass, drums - with 2 cymbals, and vocals)
Create your own characters, instruments, album art etc.
Create your own tracks (No Vocals though, possible storage or copyright issues)
Upload and Downloadable content. You can upload up to 5 tracks of your own, with the limit being upped if other people like your creations.
Bands confirmed: Van Halen, The Eagles, Linkin Park and Sublime. (Also wikipedia claims at the Drive in will have at least 1 song)
Some sort of new input mechanic (involving see-through notes) though they are trying to patent this at the moment so not much details.
All tracks to be Master Tracks rather than Cover singles.
So far Wii, 360, PS3 and PS2 seem to be confirmed. (PS2 and Wii versions may see reduced online capabilities).
