Statements like this are to be taken with a pinch of salt, I've heard it claimed by both Australians and people visiting there. I found Australia to be really segregated, and the majority of people you're going to interact with are those who would never be referred to as wogs. Similarly, if you only spoke to plantation owners, you might think that most people believe "nigger" to be acceptable parlance.
