Over here, when people talk about cookies it's usually something with chocolate chips or some other sweet thing baked into the biscuity part, as opposed to layered on top/in between two other biscuits. They're also allowed to be chewy.
In America, biscuits are some kind of scone-like bread. And cookies are what we call biscuits.
