Basic idea is if you think what someone wrote was good then you give them positive rep. (please note this doesn't mean you have to agree with what they said just that you think what they wrote was good) if you think what they wrote was utter pish then give them negative points.
Basics I tend to give + rep's out if someone replies and I think they made an effort or they made a good point or helped someone.
I don't normally give any reps in junk talk either way.
I give negative points for totally pointless comments or people being insulting for no reason.
