Though PM's are only every checked if we are requested to check them, they are private for a reason and I still regard that part extremely important. I'll only ever check them if someone complains of harassment or request by ISP/Police etc.
Still in some cases I will take offsite stuff into account, theres usually nothing I can do about the stuff of the site but I can prevent a user talking about the offsite stuff here.
If it's offsite though it's best to complain to the persons ISP/HOST or contact the relevant support.
