18. Policy relative to the regulation of “happy hours” and the promotion of low cost alcohol


Purpose of policy


To prevent “binge drinking” and the adverse public health and public order related effects
which arise from this by regulating management practices carried on in certain licensed
premises which operate so called “happy hours” and low cost drinks’ promotions.

Effect of policy


The policy operates on two levels in relation to licenses, namely:-

1. There is a presumption that licenceholders will comply with the policy objectives and requirements in terms of their principal licence, the consequence of failure by any licenceholder giving rise to possible suspension proceedings or refusal of applications for extensions of hours and,

(b) The prices at which alcoholic beverages are to be sold or supplied in the premises on any day shall remain the same throughout that day and must be prominently displayed at or near each bar (or, in the case of a refreshment licence, at or near any service counter accessed by the public and within each menu displaying food and non-alcoholic beverages also on sale) in the premises during the permitted hours.

“inducement” means advertising, publicising or otherwise promoting the sale or supply of alcohol for consumption in the premises free of charge or at less than the price displayed in accordance with paragraph (b)

2. Not feeling the competition! In the many years the cathouse has been open and the amount of competition it's had over those year, the cathouse always comes out on top!

3. Not only do you get in for free, thursday also has special night's i.e zombie school disco to name but a few, also amazing prom nights and giveaways on thursdays

4. If you think thursdays @ the cathouse are all the same then feel free to toss your ideas on what you would like to see on thursdays!!!

Is it not the case also, that you need to give one weeks notice of any drinks/ price promotions or changes to the prices of drinks?

Not quite, you can change the prices of your drinks occasionally - generally the licensing board recommended no more than once a week i.e. once every 3/4 days.

Certainly giving away free drinks is flouting the licensing board's "happy hour" regulations, although they seem to have become a bit less strict over the last couple of years.
