Written by Peter Hogan (The Dreaming, Terra Obscura) and drawn by Peter Doherty (Grendel Tales, Shaolin Cowboy) this was supposed to be published around a decade ago but somehow managed to be written, approved, drawn, approved, lettered, approved and was about to be solicited for publication when it fell through the cracks. Hogan still maintains he has no idea why it wasn't published, but its not the first time a publisher has refused to work with him anymore (David Bishop shitcanned him from 2000AD) and he has been noticeably absent from the Vertigo line since.
Good fucking read though, deals with one of 'The People', the shape-shifting species from Sandman #38, and features an appearance from a young John Constantine singing for the truly awful punk band Mucous Membrane.
Can be read
here. Also has the script, the introduction and interviews and what have you.
