engineers design buildings with human value (pounds and pennies) in mind. every building/bridge could be built to withstand every eventuality, but that would be very expensive. freak wave/wind hits? you're dead, and all because an engineer decided your life was worth £x

since i've been arguing the economic value of life i'll continue along that line
a murderer could be given a job in the army as a front line troop, but could you trust him? an experienced drug smuggler could have flying/boating/technical skills - is there a demand for his skills in that particular sector?
economically, allowing for rehab in those cases could make sense
however, if you kill someone off because their rehab is un-economical, then you're going to be left with the question: "could this guy have invented something as revolutionary as the wheel"

Why couldn't a rehabilitated murderer be given a job as a postman? Or a pie-maker? Or a waitress?
