Now the BBC is speculating on it as well !!!! The beeb said that they think "perverting the course of justice" COULD mean that the mom knew all along where the girl was !
I reckon its like this: They have all been interviewed and are blaming each other for whatever happened and the only real shame is that the little girl had a family (no matter what they were like) before all this started and now her entire life has evaporated before her eyes !
Whatever went on its a awful shame it really is !

Did she report Shannon missing to the Police? If so you would surely realise that you were going to get found out if you staged this event. Unless she was after notoriety, assuming that this is the case.
