But aye, its harder to tell with most govenments these days if they are ubiqiously corrupt or simply woefully incompetent. A proper riot would make them sit up and take notice and hopefully begin to actualy serve the populace that they have ignored and exploited for so long they have become accustomed and apathetic towards it.
