i'm with les, sensible precautions are no longer sensible when they do more harm than good.
you can't ban sales of kitchen knives with a clause saying "likely to be used in the commission of a stabbing" , you can't ban car sales in case the car is "likely to be used in the commission of a speeding offense".
you ban stabbing and speeding (and yes you can ban the carrying of knives without good reason because obviously nobody needs to carve a turkey in the middle of London Road two miles from their house) - the
sensible parallel here is to ban blowing people up. naturally you want to prevent this before it happens rather than prosecute it after the fact, and the sensible approach to this is to restrict and monitor explosives, not ban taxis in case a terrorist takes his bomb to downing street in a black hack, or ban pens and paper (or the postal service) in case terrorists write to each with details of how to mount an attack.
on the plus side, the sole semi-intelligent justification for that absurd family of germans we pay for is that they encourage tourism; if tourists can no longer take pics of buckingham palace because there's a policeman stood outside we may as well do away with our royalty
