I had a long conversation with my best friend about it (who has lived there for about ten years now) and she insists that the word is used by people of all races purely as a description. ie, never with malice by white people and not as a reclaimed term by those it describes.
eg
"Jim? Which one is he again?"
"You know, the guy who works at starbacks. Six foot, a bit woggy, always wears that red jumper."
or whatever. plus the mainstream film "Wog Boy" evidently caused no interest in the title there.
Wikipedia disagrees and says it is offensive there but is becoming less so, and describes people of south-east-european descent - eg greeks. I was told it's just used to mean anyone off-white or darker.
Maybe it's partly a question of degree - that is a country after all that still sells golliwog biscuits and coon cheese.

This was a wee while ago, but as far as I can remember, while it had its news slot and various people condemned the police, the story was quickly surpassed by the more important run-up to the compulsary election on whether daylight savings should be abolished.
People here are instrinsically and shamelessly racist. Also, they think that daylight savings time is mysterious black magic from the east.

^ no, my friend wouldn't use the term herself. as a liberal european type she's appalled by the prevalence of racism there; just doesn't think that the use of that one particular word is included in that...

Also, the shooting witness person was on a bunchof talk shows after that, declaring that she wasn't a racist, and that when she saw the news cameras she ran over and her only intention was to make a humorous paraody of a racist australian in order to get her face seen on tv and fulfil her dream of launching a showbiz career.

I have family in oz and they also use wog on a damn near daily basis and I woulddn't think they were racist at all, there bare alot of words used in Scotland verey day by a great deal of people that could be seen as racist

best comparison i can think of is glaswegians saying "chinky" - i think that mostly they don't MEAN it in an offensive way; nonetheless a chinese person would be likely to be offended by the use of the term.
i don't think you have to set out to be racist to mange to be racist.
but if in australia the people described by the word wog don't themselves see a problem with the word, and the people saying it don't mean to disparage people darker than, say, Les Dennis by using the word, then while i agree that there IS a helluva racist culture there, that word isn't a part of it.
i wouldn't use that word ever, no matter where i was though...
