I think the point that is being made is that these animals are not representative of the Rangers support.

If that game was somewhere that cost £300 on a flight then the ned/scum element would've been reduced significantly. I'm not talking about people who are decent but tight for cash but the real neddy scum. |

A guy I know was sat next to the corporate section and insists they were by far the worst behaved inside the ground (kicking over tables, falling around pished, etc).

People have different ideas of why they support a certain club, and may behave differently when out and about supporting their club; there's no ratio that states 'good behaviour' moves consistently with 'true support'. These folk are as much Rangers supporters as you are.
