Well, if you look at it closely you'll see that when Chelsea bought their team, they bought defence as well as attack.
At Newcastle they bought midfield and attack, but kept a diddy defence and manager and won fuck all.
You can't just buy defence and a manager, that takes time/luck/good judgement.
I've yet to see any of that from Man City.

They've bought Kompany, Shay Given and Wayne Bridge, more will follow i'm sure. If anything they're doing it more gradually than Chelsea.
