Its only volutary if the game does not show sexual or violent acts depicting realistic looking humans or animals. Games which dont show this kind of thing are exempt and usualy end up with a voluntary ELSPA rating, overseen by the VSC.

Any game which does have the type of content described above, or which contains non-interactive video clips or movie segments, must be rated by the BBFC before it can go on sale. This is a legal age rating just like on movies.

Alot of games used to be exempt so you rarely saw a legal rating. I think the first ones I remember seeing were the original Grand Theft Auto on PSX (still looked like an Amiga game though) for obvious reasons, and one of the Wing Commander games, because of all the film footage used in it.
These days with all the graphical improvements and current fetish for mature content, most games have to be passed by the BBFC. No rating, no selling.

Carmageddon was never banned in the UK - the original UK version contained non-human things to run over for the first few months until the BBFC lost a case in the high-court lifting the restriction on human violence in Carmageddon and a patch was released to fix the early releases of the game.

Rumours are that it will be released in the next couple of weeks or months. What you have to ask is what did Rockstar say they'd do to the game or have already done to get a release?
