I reckon there’ll be quite a few licensed characters showing up as paid downloadable content after the game’s released. Alongside quite a few characters designed by ‘name’ artists.

I’m still bitter that nobody else bought DoA4, so multiplayer for me meant getting my ass kicked by Japanese kids every time I played.

Honestly, I can’t see much of this happening anyway. There will probably be plenty of downloadable character packs for sale with fighters designed by all sorts of manga artists, but I doubt there’ll be many (if any) more licensed characters from Western media. Star Wars pretty much ties that one up, you don’t get bigger licenses than that.
SC is a very Japanese series of games. I reckon any extra licensed characters will come from Japanese media.
I also predict contests where you enter your own character designs from the in-game design tool and the winners are put up for download.
