i don't think it would be silly. corporations can be held liable for things as a entity (railtrack for not maintaining train tracks, for example...); the police very much should be in that position.
they certainly oughta be training their drivers to be as safe as is possible so yeah, responsibility should lie with them as well as the individual drivers, no?
