Yes, you can save as JPEG with MS-Paint, though it won't be particularly optimised. If you're going to make a habit of doing this sort of thing, you want to be investing in a copy of Paint Shop Pro, learning how to use ImageMagick on the command-line, or just looking at most other images elsewhere on the Internet and noting that 1.5MB is a little large and BMP is a completely proprietary format.
