I had a woman selling heather a few years ago follow me because I wouldn't buy any from her, then eventually tell me I really needed to buy it to protect myself as "bad things were going to happen to me" in the future. Fucking psycho.
It's a bit shit taking it back off you though - I think they think once you've taken it from them you'll be guilted into giving them money.

If you actually have a serious beef with this, write to your pm every time it happens and complain. In fact, I might get a wee letter template sorted out and do it too. I have a theory about how many letters it takes to get a public figure to actually do some work...

But nah, Gypsies/Romani/Travelling People are way too much of a political hot potato for Westminster or Holyrood to touch. Could always try the Daily Mail though

I had the same mad gypsy-esque character approach me funnily enough on buchanan street last year some time (they must descend on glasgow around the same time of year) anyways, she offered me the old lucky heather which I took with the intention of binning it:
"any change?"
think I rusted up a couple of tens or whatever
"have you not got at least a couple of pounds?"
to which I replied
"sorry hen, see I have bills and taxes and shit to pay!"
"ahh well I'll have that back"
