see when you stick a bottle of vodka in the freezer, is the liquid that isnt frozen in the bottle the alcohol, and the frozen stuff is water? and if so, does removing the non frozen stuff and drinking it by itself the equivalent of drinking the entire thing?

I've never seen a bottle of vodka freeze up. I guess it would have to be stuff that's low in alcohol, like a vodka blend or some really cheap shitty stuff or something if it's actually frozen and separated.
