i think you could argue that temperature is a measure of energy, and that since "cold" is a subjective term (wheras energy isn't) it's fair to try to strip that aspect away and answer the question (if asked to) in an objective way. 15 degrees celcius is hot if it's a gin and tonic, or cold if it's a bowl of soup that's being described, but "hot" and "cold" unambiguously refer to an attempt to indicate the energy present in the vibration of the molecules in the substance (and give it meaning to a human interacting with it).
but paraphrasing seems fair, otherwise it would never be permissable to call someone "tall" without qualification - compared to what / whom? hooooooooooom.. yet it would be foolishness to depreive ourselves if these useful and understood terms; language needn't always be inflexibly precise to convey meaning accurately. kareem abdul jabbar doesn't stop being tall when he stands next to the General Sherman tree. the comparison to "twice as short" doesn't quite match exactly cos there's no fixed limits at either end of the scale but absolute zero gives us a bottom end to give the comparitive term meaning. if someone asked that question i'd try to clarify what they meant, but in the absence of further information, twice as cold can only be interpreted as half as hot surely? which we can privde an answer for.
