I'm assuming (hoping) there must be more to it. He didn't seem like he was causing a lot of bother though, he was just complaining and shouting a bit, certainly nothing that necessitated him being electrocuted over and over again.

Intimidating security guards, person punished for little or nothing... In the current political and social climate research of a similar type would probably attract a lot of funding. (From various civil liberties groups at the very least). Then again it could just be heavy handed security staff...

That is completely disgusting. Shouting at him to "stand up" isn't going to do much when the poor boy's got an electric shock going through his system over and over, he'll be lucky to even be able to string a sentence together!
