I think the point was that the ground has proven itself too unstable for that malarkey, and that putting out an underground fire with no clue how much fuel it has left is way more expensive and dangerous than just getting your fuel from somewhere else.

I'd presume that it's so intense that water doesn't have much effect on it.

There’s one in Australia that is estimated to have been burning for 6,000 years and is still going strong, burning about one metre southwards per year.
