It really depends on the tattooist, some tattooists swear point blank to touch another tattooists work and chances are cos it has been 2 years since they have been done if they did agree chances are they would re do the outline aswell, so they would probably charge you as if they where doing the tattoo from the start.

almost any for of tribal will cover it or a design that has a harge dark area to disguise it, judging from your comments about bigger you already realise that to cover it it will have to be substancially bigger, nothing anoys a tattooist more than someone wanting a tribal covered with a dolphin at half the size, a tattooist will be able to advise you and perhaps freehand a tribal on with pen, just remember that they are advising you and chances are you will have to give a little on what ever design you have in your mind

are you wanting it intergrated/underlaping/surrounding your existing tattoo? (sorry just looked at the design again, are you going to have it all in the blue "beveled" effect?)
as for price again it depends on the studio
